Ocean County Jail Overview

Ocean County Jail Capacity and Population

The strongest official Ocean County source located for recent facility size is the county's 2024 food-services bid document for jail meals. That document states that Ocean County Jail has an inmate population capacity of 692. The same source reports a 2023 average daily population of 317 and also gives a 2023 range of 375 to 400. Because those two 2023 figures do not line up cleanly, both should be preserved as source wording rather than treated as a corrected dashboard number.

Those figures suggest the jail was operating well below its stated capacity during the period covered by the bid. The 317 average daily population equals about 45.8 percent of 692, while the upper end of the stated 375 to 400 range equals about 57.8 percent of capacity. The research did not locate an official 2024 or 2025 county jail population dashboard, annual booking count, average length of stay, or current demographic table for Ocean County Jail. Individual roster profiles may show demographic and housing fields, but that is different from an aggregate population report.

How to Look Up an Inmate at Ocean County Jail

For adult county jail custody, use the official Ocean County Inmate Lookup Tool. The search page offers a name search with first name, last name, and date of birth fields. 3. Review the result grid for the person's name, booking number, permanent ID, date of birth, and release date field.
4. Open the profile row to confirm the person is held at Ocean County Jail and to review booking, housing, charge, bond, detainer, alias, hearing, and mugshot fields when displayed.

If the roster does not answer the question, call Ocean County Jail at 732-929-2043 for custody, bail, or charge assistance. A search can fail immediately after arrest because the person may still be in police processing, transport, medical screening, fingerprinting, photographing, or data entry. For formal records not shown online, use the County of Ocean OPRA request process and ask for a specific record, person, date range, booking number, case number, and agency.

New Jersey access law also sets limits. Visiting Someone at Ocean County Jail

Ocean County Jail uses video visitation and a narrower contact-visitation process. The county lists a 48-hour processing period before a first visit can be scheduled. Eligible inmates receive two 15-minute video visits per week, and no visitation is held on county holidays. The incarcerated person must qualify, submit a request through classification, generally be in custody at least 90 days, and have the request received at least 14 days before the requested visit. Approved incarcerated persons may receive one contact visit every 30 days. Contact visit cancellation is due by Wednesday noon before the visit.

Visitors must be preregistered, approved, and on the inmate's visitor list. Arrive at the visiting lobby 15 minutes before the scheduled start time, no earlier. Visitors clear a metal detector, thermal scanner, and search, then sign in with identifying information and relationship to the inmate. Bring photo ID only into the visiting area. Cell phones, cameras, pagers, laptops, radios, DVD/CD players, Bluetooth devices, flash drives, recording devices, food, beverages, gum, cigarettes, lighters, and similar personal items are barred from the visiting area.

Mail, Phone, and Money at Ocean County Jail

Mail rules at Ocean County Jail are unusually specific. Address letters to the inmate by name and ID number at Ocean County Jail, P.O. Box 2191, Toms River, NJ 08754. Since June 1, 2018, personal correspondence must be letters on plain white paper with pen ink only. Incoming mail is searched, envelopes are not delivered to inmates, and the jail provides a photocopy of the envelope or return address instead. Do not send cash, money orders, checks, personal photos by U.S. Mail, greeting cards, stickers, crayon or colored-pencil drawings, controlled substances, weapons, or information about criminal activity.

Books and magazines must be softcover and come directly from the publisher with a packing slip or invoice showing publisher address and phone number. Formal court records may not match the first jail booking language. Directions and Visitor Entry

Ocean County Jail is at 114 Hooper Avenue in Toms River, within the downtown county justice complex area. The Sheriff's Office main office is nearby at 120 Hooper Avenue, the Ocean County Courthouse is listed by NJ Courts at 100 Hooper Avenue, another court address is 118 Washington Street, the Prosecutor's Office is at 119 Hooper Avenue, and Probation is listed at 15 Hooper Avenue. These offices are close together, but they keep separate records and perform different jobs.

From the Garden State Parkway, use current mapping for the correct Toms River exit based on direction of travel, then follow local routes toward downtown Toms River and the county government complex. From Route 37, approach downtown Toms River and turn toward Hooper Avenue. From Route 9, connect through downtown to the Hooper Avenue area.
